Hmmm, to be honest, I'm not sure how just having SoJ as your only smiting skill would be quicker. With smiting @ 12, you have 18 seconds of damage, but a 45 second cool down, so thats 27 seconds with only minimal damage from your axe.
When I cast Balth Aura (or maybe Symbol of Wrath as an alternative), yes, the mob does break up but not to the extend that I'm not doing any damage to them. Plus after a couple of seconds, they regroup anyway and BA is still running - at 12 smite, thats 22 seconds of damage to about 90% of foes which I'm betting is more damage than cyclone could do to the entire mob in that time. As soon as BA finishes, the mob reforms completely and in another 5-10 seconds, you can cast SoJ again.
This gives continuous damage, albeit not as efficient as before, but I think the damage output would outstrip SoJ + cyclone on their own. Sure you get pulled about when the mob breaks up a bit but not that much.
Anyway, that's my £0.02 worth. If your build works for you then more power to ya
